Unless a different speed limit has been lawfully established by the city or the state, on all those streets other than those set out in Ch. 74, Schedule I, no vehicle shall be operated at a speed in excess of 15 miles per hour. Whoever violates this section shall be subject to the fines as set forth in § 71.99(D).
