(A) In order to pay the expenses of the solid waste disposal system provided for herein, reasonable rates shall be levied against each residential unit and each business located in the city. The charges for solid waste disposal shall be added to the regular water bill of all residential units and businesses and shall be due and payable at the same time as the monthly water bill is due. Any residence or business not using city water shall be billed direct and payment shall be due at the same time that payment is due from those persons or businesses using the city water. The solid waste disposal charges shall be paid regardless of whether a residence or business uses the collection system.
(B) Willful failure to timely pay the monthly bill shall constitute a violation of this chapter and shall subject the offender to the fines imposed by § 51.99, and in addition, the city may elect to disconnect water service to those persons or businesses not making proper payment. Disconnection of water service shall be accomplished in accordance with the procedure set forth in § 50.62(C).
