(A) Policy. Village equipment is to be used for the day-to-day operations, construction and maintenance and repair of facilities and services owned and operated by the village. Village equipment is not to be rented out or sold to private individuals or enterprises.

(B) Exception. If the work or equipment is not available locally from within the village or county, then, with the consent of a majority of the members of the Village Board of Trustees, the work may be hired out by the village at a rate to be established by resolution of the Village Board of Trustees.

(C) Local government and nonprofit organizations. Local government and nonprofit organizations may request use of village equipment. If a majority of the Village Board of Trustees, at a Board meeting, consents, then the equipment may be rented with the following provisions:
(1) A village employee operates the equipment on the particular job; and
(2) The organization is responsible for the village employee’s time and replacement of all materials (fuel, parts and the like).

(D) Mutual aid agreements. Nothing in this section shall prevent the use of village equipment in mutual aid agreements with other local government entities.
