(A) The village finds that wind energy is an abundant, renewable and non-polluting energy resource and that its conversion to electricity will reduce its dependence on nonrenewable energy sources and decrease the air and water pollution that results from the use of conventional energy sources. Distributed small wind energy systems will also enhance the reliability and power quality of the power grid, reduce peak power demands and help diversify the village’s energy supply portfolio.
(B) It is the purpose of this chapter to accommodate distributing generation/small wind energy systems in appropriate locations while minimizing any adverse, visual, safety and environmental impacts of the system. In addition, this chapter provides a permitting process for small wind energy systems to ensure compliance with the provisions of the requirements and standards established herein.
