The village finds that there has been a proliferation of outlets for the sale of fireworks within the village and that such proliferation has placed an unacceptable burden on the Fire Marshal, the Police Department and other village departments in regulating the businesses. In addition, an increased use of fireworks within the village limits and surrounding areas has caused additional safety concerns. Therefore, licenses for the retail sale of fireworks may be issued to no more than 25 not-for-profit charitable, community or village benevolent organizations which operate on a not-for-profit and benevolent basis within the village and meet the criteria set forth in this code.
