Labor, materials and the value of the use of village trucks, if any, as determined by the village, to install electrical service up to and including the electrical meter shall be paid by the consumer. Any cost exceeding the cost of a 200 ampere service shall be paid by the consumer. In the event the municipality employs outside labor to perform electrical service work for a consumer, the cost of any such outside labor and materials shall be paid by the consumer. The expense of installation and wiring from the meter to the points of distribution shall be the responsibility of the consumer. In the case of nonresident customers, the customer shall pay the expense of bridging electrical service from the corporate limits to the place of distribution. In the event that the customer, whether resident or nonresident, desires underground installation, the customer shall contract with the municipality for such installation, and the customer shall contribute to the expense of such installation in such sum as the governing body may in each case set.
