For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
BIOCHEMICAL OXYGEN DEMAND (BOD). The quantity of oxygen utilized in the biochemical oxidation of organic matter under standard laboratory procedure in five days at 20°C, expressed in milligrams per liter.
BUILDING SEWER. The extension from the sanitary building drain to the public sewer or other place of disposal. Care, maintenance and the costs of inspection of the BUILDING SEWER are the responsibility of the owner of the real estate on which the sanitary building drain is located and to which the BUILDING SEWER connects. The BUILDING SEWER includes all portions of the extension from the sanitary building drain to and including the place where the BUILDING SEWER connects with the public sewer.
CLERK-TREASURER. The Clerk-Treasurer of the town.
COMBINED SEWER. A sewer receiving both surface runoff and sewage.
COMPLIANCE. (And the root of derivatives of the word.) Compliance with the provisions of this chapter and any amendments thereto and/or the provisions of this chapter.
COUNCIL. The Town Council.
EMPLOYEES. Employees or designated representatives or officials of the town’s wastewater treatment facility as the Council shall, from time to time, designate and utilize in making the inspection and/or tests hereafter described in carrying out the other duties as prescribed herein to be performed on behalf of the town.
GARBAGE. Solid wastes from the domestic and commercial preparation, cooking and dispensing of food, and from the handling, storage and sale of produce.
INDUSTRIAL WASTES. The liquid wastes from industrial manufacturing process, trade or business as distinct from sanitary sewage.
INSPECTOR. The person or persons duly authorized by the town, through its Town Council, to inspect and approve the installation of building sewers and their connection to the public sewer system.
MAY. The act referred to is permissive.
NATURAL OUTLET. Any outlet into a watercourse, pond, ditch, lake or other body of surface or groundwater.
PERSON. Any individual, firm, company, association, society, corporation or group.
pH. The logarithm of the reciprocal of the weight of hydrogen ions in grams per liter of solution.
PROPERLY SHREDDED GARBAGE. The wastes from the preparation, cooking and dispensing of food that have been shredded to a degree that all particles will be carried freely under the flow conditions normally prevailing in public sewers, with no particle greater than one-half inch in any dimension.
PUBLIC SEWER. A sewer in which all owners of abutting properties have equal rights and which is controlled by public authority.
SANITARY BUILDING DRAIN.
(1) The part of the lowest horizontal piping of the sanitary drainage system inside the walls of any building which received the discharge from soil or waste stacks and branches and conveys the same to a point three feet outside the building walls where it connects with its respective building sewer.
(2) Care and maintenance of the SANITARY BUILDING DRAIN are the responsibility of the owner of the real estate on which the SANITARY BUILDING DRAIN is located.
SANITARY SEWER. A sewer which carries sewage to which storm, surface and groundwaters are not intentionally admitted.
SEWAGE. A combination of the water-carried wastes from residences, business buildings, institutions and industrial establishments, together with the ground, surface and stormwaters as may be present.
SEWAGE TREATMENT PLANT. Any arrangement of devices and structures used for treating sewage.
SEWAGE WORKS. All facilities for collecting, pumping, treating and disposing of sewage.
SEWER. A pipe or conduit for carrying sewage.
SHALL. The act referred to is mandatory.
SLUG. Any discharge of water, sewage or industrial waste which, in concentration of any given constituent or in quality of flow, exceeds for any period of duration longer than 15 minutes more than five times the average 24-hour concentration or flows during normal operation.
STORM DRAIN or STORM SEWER. A sewer which carries storm and surface waters and drainage, but excludes sewage and industrial wastes, other than unpolluted cooling water.
SUPERINTENDENT. The town’s wastewater treatment plant operator and/or personnel authorized by the operator.
SUSPENDED SOLIDS. Solids that either float on the surface of, or are in suspension in water, sewage or other liquids, and which are removable by laboratory filtering.
SYSTEM. All of the facilities for collecting, pumping, treating and disposing of sewage owned by the town within the sanitary sewer service area of the town.
USER. The owner, lessee or occupant of the property on which the buildings and/or appurtenances that are connected to the system are located.
WATERCOURSE. A channel in which a flow of water occurs, either continuously or intermittently.
