(A) Findings. The Town Council finds that the proposed rates and charges set forth in Exhibit A, attached to the ordinance codified herein, are necessary and reasonable to produce sufficient revenue to pay the legal and other necessary expenses incident to the operation of the water utility, including maintenance costs, operating charges, upkeep, repairs, depreciation, interest charges on bonds or other obligations, and to provide debt service reserve for bonds or other obligations, adequate working capital and adequate money for extensions and replacements of the town’s municipal water utility.
(B) Adoption of new rates and charges. The schedule of rates and charges for the services of the town’s water utility are as follows:
