§ 33.04 TOWN BETTERMENT AND PROMOTION.
   The Town Council is hereby authorized to appropriate funds in the General Fund and to expend said funds for the betterment and promotion of the town.
   (A)   A line item for “Town Betterment and Promotion” is hereby established in the General Fund.
   (B)   Appropriations for town betterment and promotion may be expended for, but are not limited to, the following:
      (1)   Membership dues in local, regional, state and national associations of a civic, educational or governmental nature, which have as their purpose the betterment and improvement of municipal government;
      (2)   Expenses incurred in developing and maintaining good relationships with other governmental units;
      (3)   Expenses incurred for forms of recognition, appreciation and good will toward town employees; and/or
      (4)   Other expenses which are deemed by the Town Council to appropriately promote and better the town.
   (C)   The Town Council may establish specific policies for purchases, payments and expenditures which may be made pursuant to this section.
