(A) Ordinances.
(1) A simple majority vote (50%, plus one) of the members of the Town Council present at any meeting duly convened with a quorum present and voting shall be sufficient to adopt an ordinance, unless a greater percentage is specially required by statute.
(2) No ordinance may receive a second reading or be adopted at the same meeting in which it is first introduced unless, by unanimous vote of the Council members present, they first consent to consider the ordinance on the same meeting as its introduction. With unanimous consent, an ordinance may then be adopted at that meeting by a majority vote. In all other cases, second reading shall occur at the next Town Council meeting.
(B) Resolutions. Resolutions may be adopted by a simple majority vote at a meeting at which not less than three members of the Town Council are present and voting.
(C) “Reading” defined. For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
FIRST READING. For all matters properly docketed pursuant to this section, a reading is accomplished by reading aloud its assigned number, if any, and the title of the document, unless verbatim reading is directed upon separate motion carried by majority vote.
SECOND READING. By reading aloud the assigned number, if any, and the title of the document only.
