The procedures and requirements of the County Stormwater Policy shall, to the extent consistent with this chapter, apply to proposed developments, improvements or construction regulated by this chapter. In addition to the information requirements contained in § 6-105-7 of the County Stormwater Policy, the following additional requirements shall be met.
(A) In addition to the detailed materials, plans and design computations to be provided with any application, a design report addressed to the town and signed by a state licensed professional engineer or a state registered land surveyor shall be submitted with the application.
(B) The design report shall contain each of the following:
(1) A brief description of the scope of the work;
(2) An index containing a reference to each of the items required in § 6-105-7 of the County Stormwater Policy;
(3) A simple sketch plan of the improvements indicating the relative locations of storm sewers, detention basins, outlets and other major improvements;
(4) Assumptions made in the design of the drainage features;
(5) A narrative explanation of the adequacy and capacities of all drainage outlets;
(6) A narrative explanation of any special controls, such as weirs or orifices;
(7) Specific identification and justification of any proposed deviations or variances from the requirements of this chapter; and
(8) Disclosure of any and all uncertainties or potential issues which are beyond the control of the design professional.
