(A) Before any permit is granted, the applicant shall file his or her bond in a sum to be fixed and approved by the Town Council.
(B) The bond shall be signed by the person or persons desiring to make the excavation and by not less than two resident freehold sureties conditioned to hold the town harmless from any town caused by carelessness or negligence in the prosecution of any work.
