If the owner of the real estate shall not have removed, prevented or terminated the encroachment within the time specified in the notice provided by § 152.03, the Town Council may enter the real estate and do whatever, in its discretion, is necessary to remove, prevent or terminate the encroachments or may cause the same to be done by other persons, parties or corporations.
