(A) From November 1 of each year to and including March 31 of each succeeding year, no person shall be permitted within Mulberry Centennial Park between the hours 10:00 p.m. and 5:00 a.m.
(B) From April 1 of each year to and including October 31 of the same year, no person shall be permitted within Mulberry Centennial Park between the hours of 11:00 p.m. and 5:00 a.m.
