The purpose of this chapter is to enhance and protect the physical appearance and safety of the community, to protect property values and promote the preservation of Mt. Washington's area of natural, historic and scenic beauty. It is hereby declared that the prohibitions contained in this chapter are the minimum amount necessary to achieve its purpose.
