(A) The Commission shall have such powers and duties as shall be prescribed herein with respect to the establishment, regulation, and promotion of historic places, areas, and sites, and all necessary and applied powers to perform such duties.
(B) The Commission, in addition to the appropriations made by the city, shall have the right to receive, hold, and spend funds which it may legally receive from any other source, both in and out of the state, and for the purpose of carrying out the provisions of this chapter.
(C) The Commission shall have the authority to adopt all bylaws, rules, and regulations necessary to carry out its functions under the provisions of this chapter. Further, the Commission shall have such powers and duties as will enable it to qualify as a certified local government under the National Historic Preservation Act. Every recommendation, bylaw, rule, and regulation shall be submitted to the City Council for approval or rejection.
