§ 31.39 CITY ADMINISTRATIVE OFFICER.
   (A)   There is hereby established the office of City Administrator who shall be directly responsible to the Mayor. Qualifications for this office shall include but not be limited to professional training and experience in administration sufficient to insure competence. The City Administrative Office and the office of City Clerk/Treasurer may be held by the same person.
   (B)   Powers and duties of this official shall include but not be limited to the following.
      (1)   Advising the Mayor in policy promulgation on overall problems of the City;
      (2)   Having major responsibility for preparation and administration of operating and capital improvement budgets under direction of the Mayor;
      (3)   Advising the Mayor in the appointment of subordinate administrative personnel if not given appointment authority by appropriate order; and
      (4)   Having continuing direct relationships with operating department heads on implementation and administration of programs.
      (5)   Any additional duties lawfully designated by appropriate order of the Mayor.
   (C)   Additional duties and responsibilities of the City Administrative Officer are as follows:
      (1)   Developing agenda for all city council meetings;
      (2)   Attending regular and special meetings of the council;
      (3)   Implementing and executing directives of the Mayor and policy formulation of overall problems of the City;
      (4)   Serving as Personnel Administrator under Human Resources for the city with authorization to hire part-time, seasonal and full-time temporary employees;
      (5)   Preparing and administering budgets;
      (6)   Preparing and presenting status and disposition reports on council directives, the condition of the city and new business to consider;
      (7)   Planning for, directing and evaluating all phases of municipal operations including legal, engineering, fiscal, personnel, police and fire protection, tax assessment and fee collection; building and zoning, parks and recreation, and maintenance programs;
      (8)   Serving as representative and liaison with other governmental and service agencies;
      (9)   Addressing civic and social groups on municipal programs and projects;
      (10)   Meeting with residents on matters relating to municipal services; and
      (11)   Acting as spokesperson for the city with news media;
   (D)   No person shall be appointed to act as City Administrative Officer unless such person has taken the oath required by Section 228 of the Constitution of the Commonwealth of Kentucky and posted bond as required.
   (E)   The compensation of the City Administrative Officer shall be an amount established by the City Council by ordinance.
   (F)   Training and experience for the position of City Administrative Officer are as follows: Graduation from an accredited college or university with a degree in public administration, business or closely related field supplemented by 3 years of progressive responsible experience in management; or any combination of education, training and experience which provides the necessary knowledge, skills and abilities to perform effectively the duties of the position.
   (G)   Knowledge, skills and abilities for the office of City Administrator are as follows: extensive knowledge of the principles and practices of contemporary private or public administration; working knowledge of legal and technical aspects of operations and equipment; working knowledge of executive and legislative policies, procedures and practices; ability to establish and maintain effective working relationships with employees, public and private officials, and the general public; ability to communicate effectively, orally and in writing; initiative and resourcefulness; leadership and administrative abilities; analytical ability; tact; diplomacy; patience; integrity; and sound judgement.
   (H)   The City Administrative Officer shall carry out all additional duties lawfully delegated by appropriate order of the Mayor and shall have the same powers as the Mayor in carrying out such duties.
