§ 154.01 PURPOSE.
   The purpose of this chapter is to effect specifically, but not exclusively, the following goals.
   (A)   Effect and accomplish the preservation, protection, perpetuation, and use of historic landmarks, landmark sites, and neighborhoods, areas, places, structures, and improvements having a special or distinctive character or a special historic, aesthetic, architectural, archaeological, or cultural interest or value;
   (B)   Promote the educational, cultural, economic, and general welfare of the people and safeguard the city's history and heritage as embodied and reflected in such landmarks, sites, and districts;
   (C)   Stabilize and improve property values in such districts in the city as a whole;
   (D)   Foster civic pride in the value of notable accomplishments of the past;
   (E)   Strengthen the economy of the city;
   (F)   Protect and enhance the city's attractions to residents and visitors and serve as a support and stimulus to business and industry; and
   (G)   Enhance the visual and aesthetic character, diversity, and distinctiveness of the city.
