It shall be unlawful for any person engaged in soliciting that is regulated by this chapter to do any of the following:
(A) Misrepresent the purpose of the solicitation.
(B) Solicit in a manner that intimidates, threatens or harasses the persons solicited.
(C) Solicit in any manner that obstructs the safe and free passage of pedestrian or vehicle traffic.
