(A) The Mayor may issue a permit if he or she determines that the charitable organization will be in compliance with all state, federal and local laws and ordinances, including those specified in this chapter, and that the time and location of the solicitation will not coincide with special events or other solicitations in a manner that will cause traffic vehicle congestion.
(B) The Mayor shall designate the intersection(s) where the solicitation will take place.
(C) The permit shall only be valid for the dates, times, and locations indicated on the permit.
