(A) Pursuant to the police power of the city and for the purposes of supervising and regulating business activities and operations therein, an annual city business license is hereby established and required of everybody, except employees, who engage in any business activity or operation within the city, and nobody, shall cause, promote, permit, allow, aide, assist, encourage, engage in or be employed by any business activity or operation within the city for which an annual city business license is hereby required, without a valid city business license prominently and conspicuously displayed to the public.
(B) Pursuant to the police power of the city and in order to provide for the expenses thereof in the supervision and regulation of business activities and operations within the city, and the administration thereof, an annual fee of $75 is hereby established for each city business license.
