§ 91.07 STREET CONSTRUCTION.
   (A)   The City Council hereby ordains that for the safe conveyance of vehicular traffic within the corporate limits of the city that the following minimum requirements for new street construction shall be adopted:
      (1)   Portland cement concrete curb and gutter shall be installed along the edge of pavement of all new streets.
      (2)   Storm sewers shall be incorporated to convey storm water to area drainage facilities. Storm sewer inlets shall be placed to minimize ponding in the street driving lanes.
      (3)   For marginal access and minor streets (locals): A minimum 24 foot street width measured from back of curb to back of curb constructed in a 50 foot minimum right-of-way.
      (4)   For collector streets: A minimum 34 foot street width measured from back of curb to back of curb constructed in a 60 foot minimum right-of-way.
   (B)   The design and construction of all new streets within the city shall be in accordance with standard drawings and documents on file with the City Clerk. The City Clerk shall not issue any building permit for any construction upon any right-of-way not in compliance with this section.
   (C)   No new right-of-way shall be proposed or created within the city limits that does not conform to the minimum specifications hereinafter set out.
   (D)   Where the specifications outlined in this chapter conflict with subdivision regulations adopted by the Bullitt County Planning Commission, the more stringent requirement shall apply. The City Administrator shall have absolute authority to reconcile any discrepancies between the documents.
