The sections of this subchapter requiring a license shall not apply to nonresidents of the city who are keeping only domestic pets, provided that animals of nonresident owners shall not be kept in the city longer than 30 days and that the animals are kept under restraint. No nonresident shall, however, keep any pet in this county over the age of four months that has not been vaccinated.
