§ 51.04 PROPER CONTAINERS REQUIRED.
   (A)   It shall be unlawful to place or permit to remain anywhere in the city any garbage or other material subject to decay, other than leaves or grass, except in a tightly covered metal or heavy-duty plastic container.
   (B)   All garbage, refuse, and ashes for collection by the city shall be placed in metal containers equipped with a cover and handles or in heavy-duty plastic containers tightly sealed, so that they can be lifted and carried by one (1) garbage collector. No container shall have a capacity of less than ten (10) gallons nor more than thirty (30) gallons. Each resident shall be limited to no more than five (5) containers per week for collection.
   (C)   Temporary dumpster units and temporary storage units shall be allowed in all residential zones upon the issuance of a temporary permit by the city. There are no fees for the temporary permit, which is solely for the purpose of compliance.
   (D)   Temporary dumpster units and temporary storage units shall be allowed in all residential zones while performing work or disposing of property at their home and/or ancillary buildings that may require a dumpster or storage unit.
   (E)   Upon compliance with this chapter, a temporary permit for dumpster/storage units shall be issued for the duration of fourteen (14) days, which may be extended for a maximum of twenty-eight (28) days in any one (1) calendar year.
   (F)   No temporary storage or dumpster unit may be used to contain any hazardous material.
   (G)   Storage and dumpster units must be in good condition, with no significant rust or deterioration, and no greater than eight (8) feet in height, ten (10) feet in width, and twenty-five (25) feet in length. No more than two (2) can be placed on any residential lot at one time. Dumpsters utilized in a residential zone must display the name and telephone number of the dumpster/storage unit company.
   (H)   Dumpsters and storage units in any residential zone shall not be utilized for a business purpose.
