§ 50.150 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   "ADMINISTRATIVE COSTS." The expenditures necessary to collect revenues for the sewer system and provide for the general administration of the sewer system.
   "BOD (BIOCHEMICAL OXYGEN DEMAND)." The quantity of oxygen utilized in the biochemical oxidation of organic matter under standard laboratory procedures in five days at 20° C, expressed in milligrams per liter (mg/l).
   "DEBT SERVICE COSTS. Those costs of principal and interest payments necessary to retire any indebtedness incurred by the city of the initial construction of or subsequent improvements to the sewer system.
   "DOMESTIC STRENGTH WASTES." This term shall mean any wastes which have an average daily concentration not exceeding 250 mg/l BOD or 250 mg/l of SS and having other characteristics typical of sanitary sewage normally discharged by residential customers.
   "OPERATION, MAINTENANCE, AND REPLACEMENT COSTS." Those expenditures during the useful life of the sewer system for materials, labor, utilities, chemicals, and equipment necessary to operate and maintain the sewer system to the capacity and performance standards for which it is originally designed and constructed.
   "OVER-STRENGTH WASTES." Any wastewater discharged into the sewer system which exceeds a BOD of 250 mg/l or a SS of 250 mg/l or which in any other way increases the costs of operation, maintenance, or replacement of the sewer system in excess of such costs associated with discharge of domestic strength wastes.
   "SEWER USER CHARGE." The charge which is levied on users of the system, in a manner proportionate to usage of the sewer system to pro vide the funds necessary for the proper administration, operation, maintenance, replacement, and debt service of the sewer system.
   "SS (SUSPENDED SOLIDS)." Solids that either float on the surface of or are in suspension in water, sewage, or other liquids and which are removable by laboratory filtering.
   "USER." Any person, business, corporation, or other entity which discharges wastes into the sewer system either continuously or occasionally. A wastewater customer is a user but a user does not necessarily have to be a wastewater customer.
   "WASTEWATER CUSTOMER." Any residence, business, industry, school or other building tied into and receiving services from the sewer system and receiving periodic billings thereof.
