(A) The rates and charges contained in this subchapter shall be revised from time to time, as may be necessary, in order that the city may comply with the covenants and undertakings securing any bonds of the city which may be outstanding from time to time, and which by their terms are payable from the revenues of the municipal waterworks system and the municipal sewer system of the city.
(B) The City Council expressly reserves the right to increase or reduce water and sewer connection charges, without the necessity of obtaining approval from the Farmers Home Administration or any other bondholder.
