(A) Any person who undertakes residential, commercial, institutional or industrial development shall pay a water connection fee, extension line cost and an impact fee prior to being able to connect to the city water system. The fees also apply to any existing residential, commercial, institutional, or industrial structure which is not presently connected to the city water system when a new system is constructed or the extension of an existing system has been declared ready for service and the property owner is required to connect to the new system. (B) When one (1) water meter is used to service multiple businesses (i.e. shopping centers) or multiple dwelling units (i.e. apartment complexes), the city shall charge an impact fee in an amount equal to the water connection fee for each additional business or dwelling unit on the same water meter. Multiple dwelling units which do not have more than two (2) people living in each dwelling unit and do not have cooking or kitchen facilities in the dwelling unit itself, such as assisted living homes, convalescent or nursing homes, and motels, shall only have to pay a water connection fee of three thousand dollars ($3,000.00) regardless of the meter size for every six (6) dwelling units or a fraction thereof and shall pay an additional impact fee of five hundred dollars ($500.00) for every six (6) dwelling units or a fraction thereof.
(C) Additionally, there shall be an administration fee charged to each water customer user of a three dollar ($3.00) monthly expense, beginning with the billing of July 1, 2015. When a single meter serves multiple customers, each dwelling unit shall constitute a single customer, each subject to the administration fee.
(D) In addition to the connection and impact fees set forth in this section, an additional connection fee of five hundred dollars ($500.00) shall be charged to connect any customer in an unincorporated area to the city’s water service area.
