(A) Traffic study requirement. A traffic study shall be conducted by the local public works department for a minimum of fourteen (14) consecutive days to assess the need for speed humps.
(B) Vehicle count. In order to qualify for speed humps, the affected roadway must have a minimum average daily traffic count of five hundred (500) vehicles and a maximum of two thousand five hundred (2,500) vehicles per day.
(C) Neighborhood qualification.
(1) The neighborhood must be identified as a cut-through route for drivers seeking to avoid traffic on the main traffic route.
(2) The posted speed limit must be twenty-five (25) mph.
