Each registrant that is not otherwise exempted under this chapter at the time of filing any registration statement and that does not have a valid current annual general permit from the city, shall pay an annual registration fee in the amount of two hundred fifty dollars ($250.00). Registrants having a valid current annual general permit from the city shall pay annually an amount intended to accurately capture their level of permitted activity in the right-of-way, as required in § 53.22. Franchisees may elect to pay these fees as either a portion of their franchise fees, or in addition to their franchise fees, as so allowed by their franchise agreement and applicable state law.
