(A) The Director or the person designated as the Director in his/her absence is the principal city official responsible for the administration of this chapter and he or she may delegate any or all of the duties hereunder, except those duties set forth in §§ 53.11, 53.12 and 53.15.
(B) The Division shall be responsible for enforcing compliance with this chapter and may adopt procedures consistent with this chapter that are necessary for its administration or enforcement.
