§ 37.02 WAGE ALLOCATION POLICY.
   (A)   The Wage Allocation Policy for employees of the City of Mt. Washington shall be as follows:
      (1)   Each employee shall receive compensation pursuant to the pay scale which is in place at the time of their hire. Each position has a minimum and maximum salary and shall be adjusted each year by the cost of living (hereinafter referred to as “COL“ adjustment) awarded by the City of Mt. Washington to its employees.
      (2)   Certification. As an incentive to achieve a higher level of education and/or training, an employee shall be paid (one time only) in one lump sum which shall be payable in December of the year the certification is received (to be included with the employees longevity check) the following amount(s) for each certification after an employee reaches one or more of the following certifications:

      (3)   Longevity. Each employee shall receive a check payable in December of each year. The check shall be for a sum to be determined based on the employee’s number of months of service at a rate of $2.00 per month of service. Employees that are in their probationary period are not eligible for longevity pay and shall not receive longevity pay for the probationary period. The probationary period for an employee of the City of Mt. Washington is 6 months beginning from the date of their initial hire with the City of Mt. Washington.
   (B)   The wages to be paid to employees listed on the employee pay scale (a copy of the current pay scale for the City of Mt. Washington is attached to Ordinance 04-10 and is hereby adopted by reference) shall be determined within the wage range allowed by their job classification and shall, in addition, include the following:
      (1)   Cost of Living (COL). Each employee shall receive a cost of living wage increase annually.
      (2)   Merit. Additional wage increases are to be determined based on merit which shall take into consideration the performance evaluation of each employee. A merit increase shall have a separate performance evaluation showing the reason or reasons for the increase and shall occur upon the recommendation of the employee’s supervisor after discussion with the Mayor, notwithstanding the fact the mayor and/or City Council has the authority to also authorize a merit increase up to but not to exceed $3 per hour. The merit employee evaluation shall be discussed with the City Council for review.
   (C)   Performance reviews shall be completed by each employee's supervisor as provided for in the Employee Policy and Procedure Manual as adopted and amended from time to time by the City Council.
   (D)   Prior to approving the annual budget for the City of Mt. Washington, the City Clerk shall inform City Council of possible COL (cost of living) increases at a City Council meeting, and the Council may use that information to determine an appropriate total dollar amount to be allocated for each departments salaries. Allocation within that department shall be pursuant to the wage allocation factors set forth above and which shall include the pay scale, COL, longevity and merit factors.
   (E)   After adoption of the annual budget of the City of Mt. Washington by the Mt. Washington City Council the amounts budgeted for each department shall then be incorporated into a revised pay scale for the City of Mt. Washington, which shall be revised each year by the Mt. Washington City Clerk, to take into consideration the cost of living (COL) increase within the minimum and maximum amounts previously set for that position in the prior pay scale. Compensation of an employee shall be within the minimum and maximum amount set on their respective pay scale each year and shall take into consideration the employees merit based upon their performance evaluation.
