(A) The classification plan, compensation plan, and policies and procedures adopted by Ordinance 89-20, passed 5-8-89 shall be the system of personnel administration of the city. These policies are hereby adopted and made a part of this code as if set out in full herein. A copy of the policies, and any amendments thereto, shall be available for inspection in the office of the City Clerk/Treasurer during normal business hours.
(B) The classification plan, and compensation plan, may be waived, altered, or suspended only by a change of ordinance. The Policy and Procedure Manual may be amended by order of the Mayor without prior or further resolution or ordinance of the City Council. The Mayor shall provide notice to the City Council of any amendment to the Policy and Procedures Manual and adopt same by order after such notice, the amendment may be reviewed or modified if the Council so chooses. Review by the Council is not required to make the amendment of the Mayor’s authorization of the amendment effective. The new and current manual was adopted June 28, 2010, effective July 1, 2010 and confirmed hereby.
