§ 31.47 DIRECTOR OF PARKS AND RECREATION.
   (A)   As Director, the Director will serve under the general direction of the Mayor of the City of Mt. Washington, Kentucky, and will be responsible for providing high level managerial leadership, administrative and financial direction, as well as directing the planning, development and operation of city-wide parks, recreation and leisure services programs and facilities. Work involves analyzing program effectiveness, managing, planning and supervising the traditional recreation programs to include but not limited to special events, youth development and senior programs. The incumbent will prepare, present and administer the budget process for the Department and oversee budget expenditures: extensive planning, supervision and allocation of human, financial and material resources in order to meet city’s recreational needs. The Director will be responsible for the beautification and landscape maintenance of the city parks, including ball fields, soccer and football fields, walking trails and other recreational areas as needed. In addition, this position will be responsible for directly supervising all concession stands within the parks department, professional, administrative, technical, and trades employees over parks, recreation and leisure services divisions and programs. This position requires excellent leadership ability, great communicator skills, effective decision maker, strategic thinker, and the ability to effect change and provide direction in program planning, development, and implementation. Experience: A physical education background, recreation or a related field; to include experience planning and managing resources: or any equivalent combination of training and experience which provides the required skills, knowledge and abilities.
   (B)   This will be an exciting position for an individual who has a tremendous passion and love for parks and open space with the ability to inspire a shared vision working collaboratively with an active and involved community.
   (C)   Responsibilities.
      (1)   Coordinate, plan and supervise the operation of the new sports complex as well as the existing city parks.
      (2)   Work directly with the Mayor and/or his or her representatives to develop a yearly budget for expenses and profits.
      (3)   Supervise all park personnel in their daily duties.
   (D)   Essential duties.
      (1)   Plan and execute a scheduled series of sports and community events on a yearly basis.
      (2)   Maintain records of activities, record data, establish rules and regulations, policies and procedures guidelines as well as goals and objectives of the parks.
      (3)   Investigate complaints and recommend corrective actions.
      (4)   Develop, display and communicate public information regarding events.
      (5)   Evaluate the need for and when to purchase equipment.
      (6)   Conduct staff meetings.
      (7)   Inspect all park areas weekly.
      (8)   Be hands on in all duties associated with park functions.
      (9)   Be able to work in all weather conditions.
      (10)   Establish a maintenance schedule with our city works director.
      (11)   Be able to train staff in use of all park equipment.
   (E)   The compensation of this position shall be compensated as established by City Council by ordinance.
