§ 35.10 ESTABLISHMENT AND COMPOSITION.
   (A)   There is hereby established a Police Department in the city.
   (B)   The Police Department shall consist of a Chief of Police, a Deputy Chief of Police, Major, regular police officers, and other supervisory officers as may be designated by ordinance.
   (C)   The manual of standard operating policies and procedures for the Police Department is incorporated by reference as if fully set forth in this Code of Ordinances.
