The owner of the property where the public officer had a building removed or demolished or repaired, altered or improved shall be liable for all costs incurred by the public officer on behalf of the city relating to such removal, demolition, repairs, alterations or improvements made. The city attorney shall take steps to collect such costs and to protect the city's interests in collecting such costs.
