In every building containing three or more dwelling units or rooming units, or combination thereof and unoccupied houses and commercial buildings, the owner shall be responsible to maintain the premises in compliance with this code and keep the premises free from filthy garbage, refuse, rubbish and all other materials found in violation of this code.
