§ 157.19 STRUCTURAL AND GENERAL MAINTENANCE.
   (A)   The outside of every dwelling shall be so maintained as to be weather and water tight.
   (B)   All parts of the premises shall be maintained so as to prevent infestation.
   (C)   All parts of the dwelling shall be kept in a clean and sanitary condition, free of nuisance, and free from health, safety and fire hazards so that adjoining properties are protected from blighting influences.
