1135.07 REVIEW OF FINAL PLATS.
   (a)   Six copies of the final plat, together with any street profiles or other plans that may be required, shall be submitted to the Chairman of the Planning Commission by the subdivider at least ten days prior to the meeting at which it is to be reviewed.
   (b)   One copy of the final plat shall be transmitted to the City Engineering Department to be checked regarding computations, certification, monuments, etc., regarding the completion of all the required improvements to the satisfaction of City officials, or, in cases where a security bond or certified check has been posted, as to the sufficiency of the same to cover the cost of the required improvements. If found satisfactory, a copy of the final plat shall be returned to the Planning Commission with City Engineering approval certified thereon within ten days of receipt thereof.
   (c)   One copy shall be transmitted to the Health Commissioner when individual sewage disposal or water supply systems are to be installed. If the plat meets the approval of the Health Commissioner, he or she shall return the copy with his or her approval certified thereon within ten days of receipt thereof.
   (d)   Within thirty days after the review of the final plat, the Planning Commission shall approve or disapprove the plat. Failure of the Commission to act upon the final plat within ninety (90) days shall be deemed approval of the plat. If the plat is disapproved, the grounds for disapproval shall be stated in the records of the Commission.
   (e)   Approval by the Planning Commission shall not constitute acceptance by the public of the dedication of any street, other public way or ground.
   (f)   When the final plat has been approved by the Planning Commission, one (1) copy shall be returned to the subdivider, with the approval of the Commission certified thereon. Such copy must in turn be submitted to the Township Zoning Commission, the County Engineer and County Commissioners for approval, if the plat is outside the corporate limits, prior to its filing with the County Clerk as an official plat of record. Another copy certified by the Planning Commission shall be transmitted to City Council for necessary action on any proposed dedication.
