913.05 DESCRIPTION OF SERVICE CHARGES.
   (a)   The sewer service charges shall consist of a user charge. The user charge is payment to the Wastewater Department by all recipients of sewer service and for treatment of normal strength wastewater. It is designed to offset the cost of operation and maintenance of the collection and treatment facilities, including costs associated with equipment replacement and all debt service requirements incurred as a result of constructing required capital improvements. The user charge is intended to enable the Department to be financially self-sufficient with respect to operation and maintenance of its facilities.
   (b)   "Normal strength sewage or wastes" as defined for the purpose of determining surcharge means wastewater having an average daily suspended solids concentration of not more than 250 mg/l, an average BOD5 concentration of not more than 200 mg/l and not containing any of the characteristic in excess of the limitations as prohibited and established by Section 911.04 (e) and (f).
