Each household may negotiate with its hauler the rate it pays for solid waste collection. Fee schedules are to be agreed on between the customer and the solid waste collector. The Mount Vernon City Council, however, reserves the right to approve the maximum charge which may be levied by solid waste collectors, convenience center operators, transfer station operators and recycling center operators or any combination of the above.
