(A) Excessive strength wastewater surcharges. In the event that the sewage, water or other liquid wastes being discharged into the municipal sewer system from any premises shall contain unduly high concentrates of any substances, as defined in chapter 52, then special rates, rentals or charges may be established, charged and collected as to such building or premises; or the owner or other interested party may be required to pretreat such sewage, water or other liquid waste before it is discharged into the city's municipal sewer system.
(B) Surcharge rates. For those users whose wastewater has a greater strength than normal domestic wastewater, a surcharge in addition to the normal user charge will be collected. The following surcharge rates shall apply to each user of the treatment works that has received permission from the Superintendent to contribute excessive strength sewage:

Surcharge rates will be established at the time a user is identified whose wastewater has a greater strength than normal domestic wastewater as defined in the City's Sewer Use Ordinance.
(C) Method Billing. The excessive strength surcharge shall be based on a formula (see example formula that follows), with the total applied to the monthly bill of affected users:

Where formula components are as follows:
A. Surcharge rate for BOD, in $/pound.
B. Surcharge rate for SS, in $/pound.
C. Surcharge rate for Ammonia-Nitrogen, in $/pound.
D. Surcharge rate for Oil and Grease, in $/pound.
E. Surcharge rate for other pollutant(s), in $/pound.
F. User's average BOD concentration, in mg/l.
G. User's average SS concentration, in mg/l.
H. User's average Ammonia-Nitrogen concentration, in mg/l.
I. User's average Oil and Grease concentration, in mg/l.
J. User's average other pollutants' concentration, in mg/l.
K. User's monthly flow to wastewater works, per 1,000 gallons.
(D) No reduction in wastewater service charges, fees, or taxes shall be permitted because of the fact that certain wastes discharged to the wastewater works contain less than 325 mg/l of BOD, 325 mg/l of SS, 25 mg/l of Ammonia-Nitrogen, 50 mg/l of Oil and Grease, or * mg/l of other pollutants.
