(A) The municipal sewer system shall be considered "available" to any premises which abut upon any street, road, alley, public or private way or easement in which there exists a sewer pipe, main, lateral or other structure or installation of the municipal sewer system of the city, capable of receiving flowable wastes, in which there has been installed or will have been installed a sewer line to a point located at the edge of the property line or easement of the owner of such premises.
(B) The foregoing sewer rates and charges described in this chapter shall be effective as to all premises where new sewer lines are made available as defined above, upon the date of actual connection thereto, or upon a date ninety (90) days after the Superintendent furnishes notice to such property owner, either by personal written notice or by notice published in a newspaper of general circulation throughout Rockcastle County, Kentucky, to the effect that sewer service is available to such premises, as defined above, whichever date is earlier.
(C) The foregoing rates are rates to be charged by the city, and any applicable state sales tax shall be added to each bill as a separate charge.
