All new customers to the city's municipal sewer system shall make application on a special form furnished by the city before they are allowed to connect to the city's municipal sewer system and pay a connection charge of two hundred dollars ($200.00) and an inspection fee of thirty-five dollars ($35.00) for a class 1 residential permit or two hundred dollars ($200.00) and an inspection fee of one hundred dollars ($100.00) for a class 2 commercial and/or industrial permit at the time the application is filed plus all additional labor and material costs required for borings of any type, rock removal, and removal and replacement of asphalt, concrete or materials other than earth encountered in the installation of the connection to the city's municipal sewer system.
