(A) All non-residential sewer customers located in the Industrial Park Revitalization Expansion Service Area will pay, in addition to the above OM&R and debt service sewer charges, a surcharge for the total debt service requirements including the servicing fee for a portion of the 1997 Kentucky Infrastructure Authority (KIA) loan and the replacement and maintenance reserve required by the loan agreement for the upgrade of the Industrial Park pumping station.
(B) The amount allocated to all non-residential sewer customers located in the Industrial Park Revitalization Expansion Service Area will be $203,500.00 .
(C) In addition, one thousand five hundred dollars ($1,500.00) of the required replacement and maintenance reserve will be allocated to all non-residential sewer customers located in the Industrial Park Revitalization Expansion Service Area.
(D) The surcharge will be allocated based on the water usage for the non-residential sewer customers in the Industrial Park Revitalization Expansion Service Area as follows:

(E) The monthly surcharge calculated shall be added to the regular monthly sewer bill issued by the city for each non-residential sewer customer in the Industrial Park Revitalization and Expansion Service Area.
(F) All revenues collected will be deposited into the "Cash/Water and Sewer Revenue" fund. There will be transferred from such "Cash/Water and Sewer Revenue" fund into the "Revolving Loan Fund" account and the "Replacement" account the respective surcharge portion of the monthly sewer bill.
