(A) All non-residential sewer customers located in the Renfro Valley Revitalization Expansion Service Area shall pay, in addition to the above OM&R and debt service sewer charges, a surcharge for the total debt service requirements, including the servicing fee and the replacement and maintenance reserve, for the Kentucky Infrastructure Authority (KIA) loan issued in 1991 for the Renfro Valley Revitalization and Expansion Service Area.
(B) The surcharge will be allocated based on the water usage for the non-residential sewer customers in the Renfro Valley Service Area as follows:

S=Monthly surcharge per non-residential customer
Vu=Monthly water usage per non-residential customer
(minimum 2,000 gallons)
Vt=Total monthly water usage from all non-residential customers
DS=Debt Service on 1991 KIA Loan
(C) The monthly surcharge calculated will be added to the regular monthly sewer bill issued by the city for each non-residential sewer customer in the Renfro Valley Revitalization and Expansion Service Area.
(D) All revenues collected will be deposited into the "Cash/Water and Sewer Revenue" fund. There will be transferred from such "Cash/Water and Sewer Revenue" fund into the "Revolving Loan Fund" account and the "Replacement" account the respective surcharge portion of the monthly sewer bill.
