§ 112.01 CERTIFICATE REQUIRED.
   No one shall operate a taxicab or allow a taxicab owned by him to be operated upon the streets in the city, unless or until the driver and the vehicle complies with all requirements set forth in this chapter and unless the owner shall hold a valid certificate.
