(A) No person shall use or cause or permit to be used, an alarm system utilizing signaling devices that automatically select a public trunkline of the Police or Fire Department of the city and then reproduce any pre-recorded message to report any robbery, burglary, fire, or other emergency.
(B) With the exception of local alarms, signaling devices shall only be permitted to be installed in the city for the purpose of reporting any robbery, burglary, fire, or other emergency to the city Police or Fire Department.
