Any person, firm, or corporation desiring to cut or excavate the surface of any public street, alley, parking lot, or public right-of-way of the city shall pay a fee of $50, plus $5 per linear foot 24 wide or less, or $5 per square yard with each application for permit. Each separate cut or excavation shall require a separate permit and fee. Any department of the city shall not be required to pay the fee required under this section but shall be required to abide by all other terms of this subchapter.
