Every person or entity who admits a violation or is found to have violated any of the provisions of this chapter for which another penalty is not provided shall be assessed and pay a fine not to exceed $2,500 for the first offense or violation of this chapter and not more than $7,500 for a second or subsequent offense or violation. A separate offense shall be deemed committed on each day that a violation occurs or continues. This shall not be construed to prevent the prosecution of any person or entity under any state or federal statute, code, or regulation.
