All dogs which are known to have been exposed to or have been bitten by a rabid animal shall be impounded under control of the Animal Control Officer for observation for a period of not less than ten days. All fees and charges for the care and keeping of such dogs shall be paid before such dogs may be released and upon the failure of the owner or keeper to make such payment, such dogs shall be disposed of as provided in this subchapter in the case of unredeemed stray dogs.
